Job Description

Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian network established by and comprised of member National Red Cross and Red Crescent Societies. Along with 192 National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement, as the Secretariat of the National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC headquarters is based in Geneva, with regional, country cluster and country delegations throughout the world. The IFRC is led by the IFRC Secretary General and provides the central capacity to serve, connect, and represent National Societies.

The Colombo Office in Sri Lanka provides support to the Sri Lankan Red Cross Society (SLRCS) under the guidance of the Country Cluster Delegation team in Delhi which provides support to the National Societies of India, Sri Lanka, Bhutan, and the Maldives. The Colombo office also works closely with the ICRC and its members National Societies if present in the country in support of SLRCS.

Job Purpose

The Programme Manager is responsible for the day-to-day monitoring, project management and reporting of such various projects, with a focus on quality insurance and knowledge transfer to SLRCS staff & volunteers (at all levels), also contributing to the accountable delivery of such projects.

Job Duties And Responsibilities

Programme / project management

  • Ensure management of pledges and projects under responsibility: (1) planning, (2) monitoring (3) reporting (narrative and financial) as per IFRC and donor requirements.
  • Provide technical guidance to SLRCS in design implementation plans throughout the projects cycle to build organizational capacity, project quality and effectiveness.
  • Support SLRCS with timely and effective disaster preparedness and response, including developing emergency plans of actions, accessing the IFRC’s Disaster Relief Emergency Fund (DREF), and launching emergency appeals.
  • Monitor and report on the project’s implementation – output, timeline, finance, and quality and recommend solutions to SLRCS project teams as well as IFRC CCD Senior Management Team.
  • Undertake field visits required for monitoring and technical advice.
  • Support the capacity building for staff and volunteers in various project, including facilitating trainings
  • Support work in close collaboration with various units in SLRCS to facilitate an integrated approach that builds community resilience.
  • Arrange all logistics matters in relation to the project
  • Ensure timely and accurate reporting to partners and donors on programs.
  • Manage regular monitoring and evaluation of IFRC-supported programmes and operations
  • Work closely with HoCCD and the Support Service and Partnerships Coordinator to mobilise resources for IFRC programs and operations
  • Manage program budgets effectively within IFRC Key Performance Indicators (KPIs), including regular communication with donors, and management of cash pledges
  • Oversee National Society Development processes and support the societies, including support to strategic and operational planning, financial sustainability, preparedness for effective response, legal base, branch development, protection, gender and inclusion OF youth/volunteers
  • Provide technical advice and promote the mainstreaming of DRR, climate change, health, Protection, Gender and Diversity and Community Engagement and Accountability into the NS programmes.
  • Provide technical advice and promote the inclusion of anticipatory financing and forecast-based action and cash programming into programmes and operations

Coordination and joint learning

  • Contribute to strategic discussions, annual Operational Planning as well as specific discussions related to solving bottlenecks and complex issues related to project implementation.
  • Ensure that all activities performed are closely coordinated with other Movement Partners in-country to ensure synergies in support of SLRCS
  • Ensure that lessons learnt and good practice from operations and programmes are compiled, used to improve future planning, programming and implementation and shared within the region and relevant stakeholders for wider dissemination.
  • Organize archives of all reports and documents

Confidentiality

  • Maintain strict moral confidentiality and do not disclose neither spread any confidential or sensitive information.

General management

  • As Management Team member engage in developing strategies, managing risk,ensuring compliance with policies and procedures.
  • Select, mentor, and manage team members for programmes and operations, ensure that they have well-defined results-based priority plans and capacity to provide technical support to NSs.
  • Promote a culture of continuous learning, setting individual and team objectives, monitoring team performance, and conducting timely performance reviews and promote women in leadership.
  • Act on behalf of the Head of CCD, as requested.

Education

  • Advanced University Degree
  • Management education/Degree
  • Basic training on knowledge of Red Cross/Red Crescent Movement

Experience

  • Minimum 10 years’ experience working for a Red Cross/Red Crescent/ humanitarian

aid organization in a developing country context

  • Experience with facilitation of trainings and/or workshops
  • Experience managing & supporting staff
  • Experience in planning & budgeting
  • Experience producing narrative & financial reports
  • Awareness of gender issues and ability to facilitate the development of practical

strategies aimed at meeting the specific needs of males and females.

Knowledge, Skills and Languages

  • Analytical skills and ability to summarise information clearly and concisely for a variety

of audiences

  • Ability to communicate and present to a variety of audiences, including complex and

evolving ideas

  • Good training and facilitation skills
  • Good negotiating skills
  • Self-supporting in computers (Windows, spreadsheets, word processing)
  • First Aid Certificate
  • Fluently spoken and written English and Sinhalese
  • Good command of another IFRC official language (French, Spanish or Arabic)
