Job Description

As a Technical Lead, you will play a crucial role in driving the development and support of software applications. Your responsibilities span from requirements analysis to software design and development, ensuring highly available solutions that cater to national-level needs. Collaborating with the engineering team and other stakeholders, you will identify opportunities for technological advancements and maintain code integrity. Your expertise in Java and other technologies will contribute to creating and maintaining complex frontends and supporting backend systems. Salary Range: 200,00 LKR-450,00 LKR (Please note that the salary scale provided is subject to negotiation and may vary based on the candidate’s qualifications and experience)


  • Lead a small agile team in analyzing requirements, designing, and developing software applications.
  • Design and develop scalable software solutions for millions of users, ensuring high availability.
  • Collaborate with the engineering team to support existing solutions and develop new ones to address national-level challenges.
  • Work closely with architects, technical leads, engineers, and third-party stakeholders as needed.
  • Identify opportunities for adopting new technologies to enhance problem-solving capabilities.
  • Maintain code integrity and organization, and implement effective software testing strategies.
  • Focus on user experience while developing complex frontends and supporting backend systems.
  • Establish and maintain DevOps processes on our private government cloud infrastructure.
  • Execute ICTA’s software platforms strategy to meet national-level technology requirements.
  • Ensure coherence among various systems built on the platforms.
  • Participate in technology-related committees to provide guidance and direction to stakeholders.
  • Offer 2nd and 3rd-level support for live systems as required.


  • Bachelor’s degree in Engineering, Electronics Engineering, IT, or a related field from a recognized university/institution.
  • Minimum six years of relevant professional experience.
  • Strong expertise in the Java language and Java Enterprise Technologies.
  • Exposure to microservices architecture, RESTful APIs, and experience with Spring Boot.
  • Experience with cloud platforms like AWS, Azure, or GCP.
  • Familiarity with DevOps and CI/CD practices.
  • Proficiency in containerization using Docker.
  • Experience with container orchestration using Kubernetes (K8s) is a plus.
  • Automation skills (Infrastructure-as-Code, Configuration-as-Code).
  • Knowledge of frontend technologies like React, Vue.js, or Angular, and backend technologies like Node.js is advantageous.
  • Familiarity with Python and Golang is a plus.
  • Understanding of Agile software development processes.

The ideal candidate should be 57 years or below at the time of applying for this role.
